Information and Communication Technologies (ICTs) enable societies to produce, access, adapt and apply information in greater quantities and for more varied purposes. The rapid spread of ICTs such as World Wide Web, e-mail, telephones, fiber optics and satellites, is revolutionalising the world.  

The ways in which societies interact, carry out their businesses, compete in international markets and set their development agendas, all depend on the rapid expansion of ICT in that particular society.  

In this age of globalization, access to technology is one of the most critical and controversial issue facing the information society. Though in most places of the world access is still limited or non-existent, some countries like Rwanda , with the support from the government ICT policy and plans is taking root in most places.  

ICTs are providing our country a window of opportunity to leap-frog the industrialization stage and transform our economy into information and knowledge- based economies. This is translated into a strong commitment by the Government, civil and public sector to embrace ICT.

The penetration and utilization of ICTs in the various sectors of the national economy will help Rwanda combat development challenges such as:

  • Improving education and health care,

  • Improving governance,

  • Building an economy capable of creating new job opportunities and feeding its population,

  • Increasing Rwanda ’s competitive advantages in the global market and

  • Ensuring sustainable development through poverty alleviation projects and enable them compete in the global market.

The Law No 44/2001 of 30.November.2001 governing telecommunications marked the beginning of the liberalization of the telecommunication sector in Rwanda .Before starting the activities, a Telecommunication license has to be obtained from the Regulatory Board.

The Government believes that competition and privatization in telecommunications is vital for the sector to offer a remarkable impact. That is why liberalization of the Telecoms sector has been speeded up and privatization of the single state- owned Rwandatel in its final stages.
