In Rwanda , the patriarchal structure has moulded the life of women and men in society thus giving them different roles and identity. In most cases this system determines the rules, interpretation of laws and religious norms, and enforceability of laws. It further determines who has access and control over resources.

Definition of Gender
Gender is the difference between women and men within the same household and within and between cultures that are socially and culturally constructed and change over time. These differences are reflected in : roles, responsibilities, access to resources, constraints, opportunities, needs, perceptions, views, etc. held by both women and men. Thus, gender is not a synonym for women, gut considers both women and men and their interdependent relationships. ( Moser, C. 1993).

Historical Antecedents
Gender and development (GAD) evolved from the women in development approach (WID) which started in the 1970s. This period experienced a lot of analysis of the roles and contribution of women in development. The analysis recognised the roles of women as producers in addition to reproductive and community management roles.
